The best-graded city car overall is the 2026 Audi Q4 e-tron at 3.92. Add a budget, though, and the field collapses: only 72 of 295 graded vehicles start under $35,000.

What each constraint means
Every list here is ranked by the same grade — Daily Commuter, from the report card. What changes is who is eligible, and each gate is a published threshold on one scored specification. Two of them are ceilings rather than floors.

- $35,000Under $35kBase MSRP of $35,000 or less. Roughly the 25th percentile of the catalog, and close to the average US transaction price — a genuine budget rather than a nominal one.
- $1,400 / yearCheap to runEstimated annual fuel cost of $1,400 / year or less. EPA's estimate at 15,000 miles a year. The catalog median is well above this, so it selects genuinely cheap vehicles to fuel or charge rather than merely average ones.
- EVElectric onlyFully electric vehicles, no threshold involved. Note that efficiency is graded within powertrain class, so an EV’s running-cost score is measured against other EVs — not against gas cars.

How little effort the car asks of you in traffic — throttle and brake response at low speed, gearbox manners, and the driver aids that take the edge off a crawl.
Commuting cost efficiency
What the daily distance actually costs in fuel or charge, and how much of that a short urban trip claws back through regeneration.
Parking & maneuverability
Turning circle, outward visibility, camera and sensor quality, and the sheer footprint you have to place in a space.
